Installin roof vinyl
Would it be a good idea to install roof vinyl during this weather? Or wait till it gets warmer?

Depends.
the vinyl manafactur usually recommends to install above a certain temp, but as long as it isn't freezing outside and about 8c + I think you should be fine.
but if you do it inside like a garage that's your best bet.

Definitely when it's warmer out. I'd probably suggest closer to room temp. Another thing to note is you'll be doing a lot of moving around, and you don't want the vinyl to get stuck to your baggy hoodie/jacket etc. (Personal experience cough*737*cough)
