for e46, e46fanatics is somewhat active locally
m3forum is quiet for local
m3post is so-so for local but its mostly the e9x guys there
i believe vancouvereuros kinda died? im not sure havent checked there in a long while
for e36, bcbimmer and probably bimmerforums
