I always thought those were sensors for emergency vehicle lights so the light will turn green for them

that one is a light sensor that picks up emergency response lights so that it will change the signal timing to give them the green.

Are you sure they work by light? I think it's by sound.

think it's a light sensor, cause sometimes police cars dont have sirens on and lights tend to change.
also, i've seen cabs deploy this LOL
