Just successfully switched the other day with ease.
1. Open cheapest Koodo plan with BC number
2. Change new number to a Manitoba one via self-serve
3. Change to $48 plan on the first day of the billing cycle
4. Port number over

Yeah, apparently porting the number over allows you to keep the plan.
Reading the thread, no one has been forced to change their plans and I'm sure Koodo is more than aware of it since it was on the news a few months back.

How is the service level? Do you find it's spotty like Wind is around Vancouver/FV?

Even though Koodo is owned by Telus, you may have to check the lock/unlock situation.
Similar to Fido and Rogers, the phones and sims are not interchangeable if locked.

I'm on the same plan as hchang. A few more months and I can lock in for another 2 years and get a subsidized phone.
At 5gb, the Koodo plan is tempting but since I never go over my 2gb, not really worth it for me.

Depends how much your plan is after your phone is "subsidized".
I'll use my friend as an example as he just resigned with Rogers.
He paid $500 for a Note 5 upfront and got a 2GB plan for $70 after talking to retentions.
Over 2 years, he ends up paying $2180 for both the phone's upfront cost and the plan.
Using Koodo as a comparison, if he bought the phone outright at $850 (which is the pricing for most carriers I believe) and brought it over there, he would've paid $2002.
Sure, it's only $178, but that's 3 months of service right there. And it's nice to not have to ever worry about going over your data if you need to. Why pay more for less?
Then again, not everyone can afford to fork out all that cash upfront for a phone, but it's always the best deal.

The lower monthly cost and more data is really tempting though.

The Fido Saskatchewan plan is not available to BC residents.
Fido implemented that once they detect a BC number trying to port in to a Saskatchewan, it will force you to change into a local BC plan.
Also if you have a Saskatchewan plan with a BC number and you try to call into Fido customer service, the account is subject to an immediate audit.

If you have a phone already and bring it to Koodo, it will be month to month, no contract or obligations.
