if it contains forbidden jutsus by the previous hokages then why and im assuming most higher end jounins would know the jutsu

huh? dont quite get your question.

I think the only people that have access to this would be hokage's, so i dont think that high end jounins would ever learn some of the forbidden tecnhniques. If they're jutsu's from previous hokages, im assuming all the hokages after them will know it since they're the only ones that are allowed to read the scroll.

kakashi can make kage bunshins btw,
episode 82, kage bunshin behind itachi... tada forbidden technique

lest we forget the sharingan. Perhaps he copied it and remembered it?


regardless. Lets say some jounins do end up getting high level jutsus, that's on them. They might have developed something or been taught it, but however im sure the forbidden ones are guarded and only read by the hokages for a reason.
