Limiting a car to a certain displacement just won't work.

Not everyone who has a 2.0L motor is making huge power, just like how everyone who speeds does not modify their car. Limiting new drivers to a certain displacement WILL reduce speed related accidents to a point. But even a shitty 1.5L civic can still reach 160+ km/h
