I've never heard anyone wanting to restrict commuter traffic and allow truck traffic but I have heard of restricted truck traffic. Major cities in India have restricted all truck traffic in and out of the city during the day and most of the evening. The only time they're allowed to be on the road is late night and into the early morning. This has reduced pollution and traffic congestion.

I'm looking at 152nd and 104th in surrey right now, its back the fucked up all the way to 88th I heard. Even the back route on 150th is backed up like crazy, good luck to anyone who has to use the port mann bridge to get to work. Alot of fuckin idiots blocking the intersection just to squeeze in.

no truck unless its after rush hours, meaning night/early morning as well.

Good thing I drove into Richmond from Delta and stayed at my parents for the night, and it looks like for the next few weeks.
At like 6:30am, the radio said Alex Fraiser was backed up at least half an hour on Nordel alone, can't imagine when the peak 7:30 period rolled around.
It's horrible for people who have to get up earlier to sit in traffic for longer, but also detouring 3 times the distanace.

Alex Fraser Bridge is just hopeless. You can add more lanes to it but as long as the City of Surrey is being funneled to 1 lane onto the bridge & there's only 1 lane exiting to Annacis, there's practically no point.

Doesn't affect me one bit, I never go into Surrey. They should really privatize these bridges and charge only those that actually use these them.

Edit: Talked to my mom.
She left at 6:00 didn't arrive until 9:00 and she only works on the other side of bridge at Royal Columbian Hospital. Totally brutal then again my wife works in Burnaby, we live in langley and she left at 5:45 and arrived at work at 7:01 that includes dropping our son off at daycare on the way taking the Alex Fraser. If you're trying to cross Alex Fraser is the way to go, Port Mann was a clusterfuck before the loss of this bridge now it's beyond retarded.

I work in the business technology department upstairs on the 4th floor. My desk is in the corner looking out at 152nd and 104th. Its a sweet window seat especially in the summers when you see the hotties in their skimp clothes

The essential problem with your idea, johny my boy, is that you assume all people can fine equal forms of employment and housing in all areas. I live in burnaby, but teach downtown. Were it possible to find a similar job to the one I do now nearer to where I live, I'd happily do so. However almost all of the private esl schools are located downtown, as this is a central area which many students can access easily or can find reasonable (to their minds) accomodations. If your so-called plan were to be implemented, you would quite successfully gut several local industries.
