It's based on per capita and it includes everything. Look at the murder rate, because Port Coquitlam only has 60,000 people you get a couple murders and it's equivilant to 20 people getting killed in Vancouver or 14 in Surrey.
You can use statistics to prove or disprove anything you want it's all in the wording.

| Data from Nunavut and the Northwest Territories are excluded from the provincial and territorial score calculations due to their extreme crime rate values, which are inconsistent with the distribution of the rest of the country.
Snowmobile theft and liquor truck robberies must be HUGE up north.

I guess Surrey and Vancouver should be higher up now after all the recent shootings since this article was using 2007 data.

Snowmobile theft and liquor truck robberies must be HUGE up north. | My buddy is a prison guard in a small town up in the NW territories and nearly 65% of the town's population, roughly 2100 people, have been in jail for one thing or another.
