The Government is made by the people, for the people. The reason why the US has a right to bear arms was as a defence from tyranny, and to allow the people to fight back from a tyrannical government.

^but even then, you have to admit that there's no way a good portion of the Canadian population would vote in favour of legalizing drugs

i dont think legalizing drugs is the correct solution but to ease on the crackdown on certain drugs ie. coke/weed... keep a tight leash on harmful drugs like heroin, meth etc....

less violence,
keeps the neighbours (USA) happy,
keeps the gangsters happy,
keeps the population happy,
keeps the city budget happy,

win/win situation IMO...
