Looks like factory Frozen Black. I've seen a few around town. Problem is, seems like the owners don't know how to take care of their matte finishes. Most of the frozen black cars I've seen around town seem to have a glossy sheen to it. Perhaps they're using detergents with wax in it.

btw it took me like this long when i'd bring my prelude into my auto shop at school n go up on the hoist. my car was so low it'd completely scratch the bottom and id have to use so much wood :rofl:
