why do you need to have a sweater in every scenario?? DROP THE SWEATER !!! Press your pants, and get a decent belt. Like people said before, if you're going to wear mismatch make it obvious! Also, if you're looking for a cheap belt, check out Mexx, they're pretty cheap especially when they have sales or even check out the Mexx outlet

Although I personally always do the sweater over shirt thing at work I would definitely never do it at a wedding dinner. I'm not sure what the reason is to why you don't want to wear a suit but let me say this.

That outfit has dress pants, shirt, and sweater

Just lose the sweater and add blazer with or without tie. It ain't too far off is it?
