They probably provide the best rate in town, and they actually provide you the buy AND sell rate, rather than the mid rate that sites like XE show you. You won't be able to get that rate if you walked into your local bank and asked to buy at that rate.
I"ve noticed my bank charges 1c on top of the VBCE rate. (BMO)

it's terrible but still better than CC
paypal has an option to either let them do the conversion or your CC.
i tried it with CC and it was 1.5-2 cents higher than paypal.
