Just got my card a month ago.

Few things.

1) Refund the membership anytime you're not satisfied. It's their policy. Not sure how easy it is to do it.
2) Their amex gives you 2% cash back. Some details on how that is calculated, but you can find that in store.

just get it. youll be able to use it in the us as well. and some items are cheaper there. one time i bought 10 pk cfls for 4bucks with instant rebate. and think of all the hotdogs!

Costco card also works globally and you can return things globally as well. I bought a camera in Korea and returned it here

Either use the giftcard as a membership and pay cash/debit, or just find somone with a costco card :P
