What I don't understand is why he waited almost 24 hours before reporting the incident to police, instead he was going around sticking posters to warn people...

I gather that as well. But instead of just tearing him a new asshole, I'd rather the father just shoot him dead. Or fucking kidnap and go SAW-type-muder/torture on his ass.

The two got into the elevator together and that's when police say the man told her to be quiet and then fondled her through her clothes.
The woman started screaming and the pervert took off as soon as the elevator doors opened several floors later. Police tried to track down the man but even a police dog couldn't find him.
The suspect is described as Aboriginal, 19, 5'6" with a medium build, short black hair, and clean shaven. He was wearing dark pants and dark coloured hoodie. A surveillance camera image of the suspect was also released by New West Police.
