some speculation on my part:

-built as a halloween prop and not designed for passenger(s)
-filled with enough gas to get it off the ground
-added weight of a six year old would require more gas then they had in it and the cardboard "cabin" wouldn't have supported an individual even a small child.
-kids accidentally let the balloon go and panicked and the smaller kid is hiding not necessarily in his house.
