What I'm trying to say is even if the Parking Officer said you can stay doesn't make it legal. They were probably referring to the fact that he/she won't ticket you so just stay.

"Most"? Seems like a stretch to me...

But of course... if it's an empty spot... someone else must have already found out it was not working by losing coins in it, and then moved to another spot.
