In some cases, they need the road ahead cleared for a truck to go there, but they are also the person directing the truck and letting them know it's safe so they have to stand there to ensure the truck driver can see them and some of them just don't want any cars that near them I guess. When the flag person yelled at you, you should have (or at least I would have) explained to the person that their hand signals didn't make any sense and was misinterpreted so that they know that they shouldn't do that anymore or if it happened to them in the past, then they might clue in that it's what they are doing and not what the driver is doing that is wrong. However, usually when one of them waves the stop sign at me, I take it to me stop right there. Are you 100% sure the hand signals that person was doing was directed at you? I've seen it where they are also giving directions to construction trucks too while holding a stop sign for the traffic.

Again, this was a small construction zone, one front end loader and about three workers. There was absolutely no way that they needed 50 yards to tun that thing around.
