I heard these guys were good and well-priced

http://www.quietmufflerandbrake.ca/contactus.html

I have no real experience with them myself, but wouldn't hurt to give them a call for a quote.

^ Back when I used to rock a 91 Corolla, they did the whole muffler and piping for about $400. It was super duper quiet

I was going to get an exhaust system done there but the guy was being a douche and couldn't give me a straight price.

I got 3 exhaust systems done at Muffler Man in Burnaby and so far it's been good

You can't really just get a catalytic converter tested by itself without a motor.

I know that, I am just wondering what the possible fee would be to see the output of my cat is (still connected in my car), to see if it is fully operational.

I don't think typical muffler shop will have a gas analyzer to do that. Most shops charge about 1 shop hour for that.
