SEATTLE -- Seattle police are investigating what they call an assault of an officer in South Seattle.
However, a police officer is seen punching a 17-year-old girl in the face during the incident captured by a video camera on Monday.
According to Seattle police, the incident began when an officer spotted a man jaywalking in the 3100 block of Martin Luther King, Jr. Way S. at approximately 3:10 p.m. The man was some 15 feet away from a pedestrian overpass, police said.
The officer was talking to the man when he saw four young women jaywalk across the same street at the same spot. The officer asked the women to step over to his patrol car, but the women were being "verbally antagonistic toward the officer," according to officials.
One of the women, later identified as a 19 year old, began to walk away from the scene despite the officer's instructions, prompting the officer to walk over to her and escort her back to his patrol car.
The girl then "began to tense up her arm, and pull away from the officer while yelling at him," investigators said. The officer told the girl to place her hands on his patrol car, but she refused. When the officer tried to grab hold of her, "she pulled away and twisted, breaking free of the officer's grip several times," the blotter report said.
When the officer tried to handcuff the girl, another girl, this one 17 years old, intervened and placed her hands on the officer's arm, "causing the officer to believe she was attempting to physically affect the first subject's escape," police said.
The officer pushed back the second girl, but the girl came back at him. The officer then punched her, police said.
The officer then handcuffed the 19-year-old woman. Other officers arrived and helped handcuff the second girl.
Both teens were cited for jaywalking. The older suspect was booked into the King County Jail for investigation of obstructing an officer. The 17-year-old girl was booked into the Youth Service Center for investigation of assault of an officer.
Nobody was injured during the incident, police said.
Seattle police have not reviewed the video of the incident. Sgt. Sean Whitcomb said investigators may review the video on Tuesday.
Whitcomb said the officer involved in the incident sent out a call for help, prompting other officers to rush to his aid.
All use of force on the job is reviewed, Whitcomb said, as use of force is under the officer's discretion. He added that punching is a trained tactic.
"There will be a thorough investigation into this incident," he said.
No question the 2 girls aggravated the situation by not following the officers commands, resisting, putting their hands on the officer and giving him attitude, but that punch in the face was a bit overboard. Officer really should've used an arm lock on the first girl and cuffed her quicker when she first got confrontational (which is within use of force guidelines), but I guess he was in a tough situation without backup and having a tough time dealing with the first girl when the second girl came in and put her hands on him.
I don't see anything wrong with what he did. What is surprising is how weaksauce he was at getting the original girl under control. Common sense 101, when a police officer asks you to do something like step over to the patrol car or put your hands behind your back you should probably do it...........just sayin.

The punch by the officer was NOT overboard, the chick pushed the officer with her arms. Legally, that is assault without a weapon, as well as resisting arrest. The officer striked back in the act of self-defence.
In addition, His armlocks were horrible. I can't believe it took him so long to restrain the female. He needs to take some Judo classes.

Yup, I think that is the biggest problem here, the officers initial lack of control of the situation, no question the girls aggravated the situation themselves.
If the RCMP was dealing with this the girls would probably be tased.
I think it's completely fair game and the officer's handling of the situation is completely justified. From my own experience, the cops in the states are much more straightforward and aggressive in the states than they are here, so not complying with orders is the last thing on my mind when dealing with the officers down in the states.
I really love how there's like 6 guys walking around filming the situation.
Kinda deserved it but the punch crossed the line. Kinda reminds me of the police incident that happened in BC somewhere, a guy getting arrested was resisting and didn't stay down after being told and the result was getting his legs stepped on
Wow this cop is pretty useless if he can't control a person, especially at 17 yo female. Don't really think the cop knows how to handle a situation properly, but I did like the punch though even tho I personally don't think it's warranted.
I've got no issue with what the officer did... he didn't punch her strong enough it looks like he missed her even...
If it was here the cops would have had their tasers and guns out and probably their mag-lite and would be smashing their skulls in...
Its clear that these chicks weren't cooperating and the officer was too weak to control a strong nubian queen so i would agree with the use of a tazer
its not like cops here who taze people who are complying
Mace might be a better choice than a tazer, they weren't really in the act of attacking the officer, more like restraining. Tazer would be uncalled for, if he needed a tazer to put a chick into cuffs he's not fit for his job.
