The prices for the GTX 460 seem pretty fair. You can grab em for around $200. Or if you don't want to spend that much just spend the 30-50 more and get an ATI 5770.

will this be able to run starcraft 2 in low-to-medium setting?
I'm basicaly aiming to run this game at an economical setting for now. I'm not going to play any super busy maps. Furthermore, I will only be playing this game for this month. When school starts, I'm going to uninstall this game until the winter break.
I'm thinking of getting a new computer after I graduate which is when I can afford a high end one, so that will be in 1.5 year from now.

I already have 2x512mb OCZ 1GB PLATINUM REV.2 DDR400 2-2-2-5 installed.

you can run any type of ram that your mobo supports regardless of the manufacturer. They'll be compatible no matter what. I'd try searching for cheaper it's kind of a waste to spend around ~$150 (ram + video card) if you're planning on getting a new system later on. Especially if you're just going to be playing for a month and 2 weeks from now until.
$600 for a mid-ranged system isn't too shabby and it'll last you a longer time and you'd only have to add a tiny bit more money to get it high end. AMD AM3 processor + an AM3 mobo would last you a lonnng time as they don't usually change their socket types.

I'm expecting to graduate in next year December.
Plus I will be still be using this system until I make enough money to buy a high end system.

I can't find a amd am3 system for $600: 3gig ddr2/ddr3 rams, am3 mobo, am3 processor, and a decent video card (assuming I can reuse my current case and power supply).

note: I'm on a low budget right now. I don't spend parents money.
So, to use voice chat you need to press the TILDE button. I tried it... turns out you need to shift+` to use your mics. I haven't tried it in game though.

I can reuse my current: LCD monitor, hard drive*, case*, powersupply (1 year old), cd/dvd drive, window 7 operating system, mouse, keyboard, speakers, and laser printer.
note: I placed a star next to the components that I'm not sure if it would be compatible with this new system.
Then I can sell out my current mobo+processor, 1gig of ram, 8600GT video card for ~$60 (at the most?).
Thi would bring the difference to ~$190 (before taxes) which I could still afford under my current not-powered-by-parents condition.
now only if ws6ta is willing to sell me his video card for $150 so i don't need to pay HST when i buy one from the store. XD

Firstly, good choice on the processor, I personally have one and it's great for overclocking, people on stock coolers can take it to 3.4ghz.
My Coolermaster 212plus can take it to 3.7 on stock voltages without overheating.
In regards to the HD, I'd suggest getting a Caviar Black for your OS install as it'll be faster for your system in general. Selecting a fast hard drive is commonly overlooked when building a system, which then turns into a bottleneck for your computer even though you have fast RAM/cpu etc.
Probably don't need 6GB of RAM to be completely honest.

Sure you can just invest a tiny bit more money on the motherboard ($50 or so) get a board with Sata6 and USB3.0 and you've pretty much futureproofed yourself for a while.

All I play is Terran and I never reaper rush. It's so easy to counter, I love when they do it because it usually means they're dead when I stuff it and counter.
