No matter how many passengers or how many bags you have the driver can only legally charge you the posted rate. http://www.taxirights.gov.bc.ca/
As a Taxi Passenger you have the right to:
* Be picked up and transported to your stated destination by any available on duty taxi driver * Pay the posted rate by cash, or accepted credit card or TaxiSaver voucher
* A courteous driver who provides assistance, if requested
* Travel with an assistance dog or portable mobility aid
* A taxi that is clean, smoke free and in good repair
* Direct the route, or expect the most economical route
* A quiet atmosphere, upon request
* A detailed receipt, when requested

It makes sense. | Trust me, I've done my fair share of luggage carrying and hospitality ass kissing. A fare should be paid for what it's worth, the trip from A to B. Charging per luggage ($5-10) per bag is nonsense. Now you deserve a motherfucking handling charge for putting my luggage in your trunk? I can handle my own luggage myself lol, I don't need a cabbie to lift my bag from the ground a mere 12 inches up and into a trunk. This is where a tip comes in, not a standard fee.
Now if the cabbie were to carry my luggage upstairs, unpack and sort my clothes for me, then I can see a $5-10 handling fee per bag...
Edit- I didn't see till now they were charged $2 per bag (not $5-10) but
I still think it's nonsense to charge any amount per bag, especially if it's not posted. Posted via RS Mobile

IIRC in Hawaii they charge for oversize luggage. meaning stuff that has to go in trunk,

If they all show that they charge $5 for a bag, and all cabbies charge it, then I will pay. That said, I wouldn't want to pay anything, but it's not up to me. If they advertise a price, and I think it's too high, I can go elsewhere to find a cheaper price.

I wouldn't mind if i was told that there would be a luggage charge before the ride, but not after.

No they can't there are strict laws in place to place that prevent that.
