actually, most restaurants do not have infestations, but in fact only pest control problems. a place not showing up on the list does not mean they will in the future. its just a matter if they keep the pests under control before it turns into an infestation.
hot water does not affect the safety of cooked foods; cooking temperature does.
when i was doing my practicum with vancouver coastal health, the food establishments that i had inspected actually have sanitation policies and cooking plans in place. its true that there is no excuse for failing if every employee were to stick to those policies and plans, but people just don't care enough and let things slide.
the funniest thing is when asking owners/cooks/employees about food safety and sanitation questions. they all get the answers right, then i ask if they know the answers, why are shit not being followed and done to prevent sanitation problems/food related problems. they are speechless afterwards.
the following website allows you to access some inspection reports currently done on facilities and you may also find some few history reports as well. great place to check before heading to restaurants. http://www.foodinspectionweb.vcha.ca/Main | when i was in late highschool and early university, i worked at a bunch of restaurants part-time, including boston pizza. Every single restaurant that I worked at, told me on the first day that they will get me food-safe certified. After 4 years of working at restaurants, I was still not food-safe certified. I still am not. Makes no damn sense
PS
We also never washed our tomatoes - were told they come pre-washed. However whne inspection time came around, we were instructed to wash them.

However whne inspection time came around, we were instructed to wash them. | food safe certification is actually not required, but is nice to have. i believe VCH guideline/policy or maybe even an act, states that during the operational hours of a food establishment, at least one food safe certified employee needs to be present. the only reason during the time i was with VCH, them not sending you to a food safe course is due to money cost.
as for washing vegetables/fruits. regardless if it came pre-washed, washing it again will not hurt. yes it may save time, but it's also a precautionary step. if an inspector is around, you should definitely wash it otherwise they will ding you on that and may write it up on the report.
