If that were a 20kg projectile and the gun was 100% efficient, that thing would be travelling at 1.79km/s. That would hurt.

Think of it from the government's point of view: cures don't help minimize world population, weapons do. Not to mention the amount of money that can be made off weapon sales during war.
Also, would love to see one of those projectiles hit a car or some other object. to see exactly what kind of damage it can do.
