IMO The government holds jurisdictions on driving a motor vehicle. Hence you are given a license to drive. The cop can withhold your right in driving if he sees you violating any laws. It doesn't matter if it's private or public property? Am I right?

but he must have a lot of pent up anger seeing the guy who supposedly stole from him and yet the cop is bothering him over peeling out (not shown on camera) and then to get pulled over the 2nd time for doing the same
instead of having the cop help him with the supposed thief, hence the "do your job"
didn't find anything wrong with what the officer did lol specially it being down in the states he's lucky he didn't get rodney king'd

Saw the same sort of thing in Stanley Park a while back. Cops were doing radar and grabbed a guy speeding. One wrote him a ticket and when he took off, he spun his tires. The second cop just finished giving a ticket to another driver a few car lengths away and was able to flag the guy down and give him another. Gotta give credit to the second cop, no yelling or screaming from what we could hear but then we were laughing so hard we couldn't hear anything anyway.
The best one I've ever seen was at Hastings and Clark. Guy did a smoke show going through the intersection when the light turned green and didn't realize a ghost car was right behind him. It was neat seeing the flashing lights in the smoke.

Short version: Places like parking lots, your own driveway, are considered private roads which the public can have access to with permission of the owner of the private road. Persons driving on private roads can be charged with offences under the Motor Vehicle Act unless the owner or lessee of the motor vehicle that is being driven is also the owner and licensee of the private road. Note the language used is "owner and lessee of the motor vehicle", so your buddy that is driving your car on your road gets similar immunity from being charged. However, there are numerous exceptions to this immunity; if you're prohibited from driving for a multitude of reasons, or were driving without due care and attention, excessive speed, dangerously, etc., you can still be charged with an offence.
