Whoever owns it must be eating up a ton of money from property taxes and upkeep.

The Keg Restaurant group owns the property and building. I know earlier this year, some group tried to ask the City of Vancouver to get the Keg to turn that building into a public library but don't think that gained much traction with the owners.

How come they haven't opened a Keg location there if they already own it? That's a prime location for dinner, especially during the summer!

No clue, I do recall they announced plans in 2011 to open a restaurant at the location, but those plans seemed to have been scrapped. My only guess is the costs to renovate and upkeep such an old building and not being able to tear it down to build a new structure due to the heritage status.
