Dont skimp out on cheap work boots, always get redwings w/ goretex
get some proper rain gear, it'll keep you dry and comfortable. Helly Hansen gear or gortex gear is mandatory. You'll get them dirty for sure as there is a ton of grease and dirt riding the side of those box cars, but that gear will survive.
They give you gloves, make sure you take advantage of that and wear those nice leather gloves they give you. I take a new pair every shift, fuck their quota/environmental concerns

If you actually use the gear in the way you're intended to, you're well aware already that jackets and pants need venting to help regulate moisture inside to prevent dampness. Many forums/videos/reddit posts talk about this already. Gore-Tex/eVent/H2No/whatever waterproof membrane is not magic, but they do work given proper design and usage. If you subject it to their "tests" of course it's going to fail.
