I think people need to know that the police you see out on the road aren't the only police out there, especially in a big city.

While no police officers responded to the author's break and enter report, a report was still generated and details of the break and enter would have been documented into a file. In most big cities, there is some type of Property Crime Unit that will review every break and enter call in the city in order to locate trends, problem areas, identify suspects, etc. Using this information, they will identify the most active offenders at any given time and develop a strategy to target that offender and lay a solid charge that will ideally result in a conviction and jail time. This process unfortunately takes time as the case for the Crown needs to be air-tight, leaving zero doubt in the eyes of the judge that the person charged is the one that committed the crime. This process also occurs for most types of crimes too, stolen vehicles, frauds, robberies, the list goes on.
