One of the possibilities with the 'jump/spike' some are seeing with smart meter reporting.

It's possible that the manual readers were doing a crap ass job, or maybe not reporting at all in some cases, and BC Hydro had been undercharging as a result. Now that the Smart Meters are reporting consistently and regularly, the true electricity use is being billed giving the impression that clients are being overcharged. How one verifies whether this is happening or not, I have no idea.

It's an avg per day, so double the amount of days used shouldn't double the daily consumption...

I considered the possibility that I cranked the heat. But it's not like I have never lived in a similar sized condo through a winter before

Did you seriously miss the part where I BOLDED THE BILLING DATES? Your first bill was based on December where the temperature wasn't cold at all. Whereas your second bill was based on the period where we had that cold snap, which I'm pretty sure you cranked up your heating (even if you didn't, it takes more energy to maintain your usual temperature).

Secondly, there is no point in comparing two different condos. They're apples and oranges. They have different heating systems/size/efficiencies so you can't compare them like that.
