maybe he's living in his car with his gf and is too proud to beg for food so came up with a cockamamie story /shrug
if you decided to give someone money you shouldn't really care what they do with it or whether you'll get it back again when loaning money (dont give what you cant afford so be fine with never seeing again what you give away)
i imagine that the money i give away to the needy is going to food/shelter or drugs&alcohol or all of the above and then some?
my hope is that they'll use most/all of it for food/shelter but that's where it ends, wishing that it'll be used correctly not demanding or checking that its used to my level of acceptance

wow i just saw this guy today at 49th and oak at the esso. he caught me while i was walking out.
first thing he said was 'don't worry, i'm not a bum' 
white skinny guy in black overalls. definitely him. he was driving a silver kia.

just bumped into this guy at chevron on kingsway just before gilley. same outfit and same silver kia.
gave me a story how he has no gas and i could go check his car to make sure. cut him off right away and said no money for you buddy! then he goes on to the next lady filling up her crv. she was just about to give him $5. pulled up beside her and said do not give him any money he's a known scammer and he's famous in the internet for doing that. buddy's face turns all red and saying me? no im not a scammer! then i drove off
