Unpaid Customers Denied Fire Escape at a Chinese Mall

A man surnamed Xue who survived the fire told the newspaper that an air conditioner went on fire on the ground floor at about 3:30pm but a manager made a "stupid" decision to order guards to lock the doors at the two entrances.

The manager told the guards that only customers who had paid their bills could leave, and he arranged for other staff to put out the fire, Xue said.

But the fire spread quickly, the report said, and it was only after the ground floor filled with smoke that the manager told a guard to open the doors.

Firefighters were quickly on the scene, other witnesses said, but found the water pressure too low and they spent a lot of time adjusting their equipment. Meanwhile, clothes and cosmetics in the mall fueled the fire.

Witnesses also told the newspaper that some people were trapped on the third floor or higher and had to jump out of windows. Some men and women jumping off the building died at the scene, the report said.

"Some parents on the second floor desperately threw their babies from the building, asking other people to catch them," a witness said. "A female shop assistant jumped from the fifth floor but died at the scene."

So there were literally thousands of people in the mall and people couldn't bum rush a couple guards (probably unarmed) if their life depended on it?

I don't know about you but if my restaurant is on fire, the last thing I'm thinking about is getting my money from the patron. That comes way after "OUTTA MY WAY, SUCKERS!"

Okay, I quit commercial insurance many years ago but that would never happen here. Commercial insurance covers fire and theft so in the event of an emergency, fuck the stolen merchandise, get the people out of dodge asap.

Wouldn't and shouldn't the same be true in China? Because if so, then the owner's decision is doubly stupid if that's at all even possible at this point.





edit:
In fact, I wonder if it would even me defined as "theft" legally and for insurance purposes, be covered as just another property loss congruent to the fire.

I never worked at a mall, but what happens when the fire alarm is pulled? I'm sure shoplifting becomes opportunistic but surely it's not worth it to lose people's lives over.
