]Go with an AMD build... good value for money. I've seen A10 or FX bundles (CPU + motherboard) for around $200. 8GB of RAM ought to be quite cheap. Same goes for a decent 600W PSU.

You will need to add more money for a videocard capable of playing games at full graphic options, though the listed games are not too demanding. Look for a Tahiti LE-version AMD 7870, provides almost the same performance of a 7950 for ~$220 on sale. Here's a sample loadout. There is a $20 MIR on the videocard and $10 on the PSU. Comes in around $500 but it will last for a while. You can go cheaper by going with a lesser videocard, say a GTX650Ti around $140.

You could also look into the some of the Intel deals on the site if you want to side with Intel.

I also agree with roastpuff about increasing your budget range so you have more breathing room with the components to improve on the gaming experience; not also that, but for current and the future.

What size monitor do you have?

Just to put it in perspective, my AMD Phenom II x4 3200+ with ATI HD5850 can play those games at max settings on 1920x1080.

Ezekiel 25:17. The path of the righteous man is beset on all sides by the inequities of the selfish and the tyranny of evil men. Blessed is he who, in the name of charity and good will, shepherds the weak through the valley of the darkness. For he is truly his brother's keeper and the finder of lost children. And I will strike down upon thee with great vengeance and furious anger those who attempt to poison and destroy my brothers. And you will know I am the Lord when I lay my vengeance upon you.

Pick Parts, Build Your PC, Compare and Share - PCPartPicker Canada

^ This site helped me get some cheap parts.... and stay organized.

I also use: www.Shopbot.ca to find cheap parts or to compare parts for price match.

definitely possible under 400, but sacrificing that ability to play at max settings.

above mentioned MSI GTX650ti is at $130. instead of the $530 price tag, that pretty much brings you within your budget of $425. however, downgrading from a 7870 to a 650ti might be regretable considering price/performance.
