I'm not really seeing where they are attributing this tax due to BC shoppers? Unless their "infrastructure" is limited to I5 between Peach Arch and Bellingham?

where does it say they're raising prices BECAUSE of BC residents? they're raising tax, OP's quote merely goes on to talk about BC residents and their visitation to the US.
