Aren't employers required to submit ROE? That will flag your profile if you decide to quit the position when your employer ask you back to work.

It only matters if he ever plans to come back to Canada. If he doesn't there's nothing Canada can do to get that money back. Seems stupid to give up Canada for a few thousand dollars, but I guess he gave up Vancouver for $2700 already so there's precedent.

He'll probably use the CERB money to buy himself another set of fake wheels for this 323i E90.

For CERB, it's not required. They check your eligibility later.
