I have hid halo bulbs as well. Why do they all seem to illuminate the inner halo much brighter than the outer halo??

Mind are LED, not HID. Yeah as Josh said, it's just the stupid design lol. Pre lci coupes have 2 rings, but only one bulb that feeds light to both rings. The bulb is placed in front of the inner ring, so that one is the brightest and the rest of the left over light from the bulb just leaks onto the outer ring, so that one is a lot dimmer. Only option to get them both bright is to open them up and replace the rings.
