Could this shortage be artificially created? Can someone with 3-5 years experience in a specific area with post secondary education afford to get paid at 60-70k?

Student loans, parents, summer jobs, internships/coops.

The government offers plenty of financial aid for post secondary students.
Especially for high demand, skilled jobs/apprenticeship programs.

And not that I think it's all that relevant, since I don't believe there's any need or even benefit to UBI, but Finland just announced last week that they'll be scrapping their experimental program.

Looks like the OECD had determined that income inequality would actually increase, as well as poverty rates. Oh and they'd need to raise income tax by 30%(!)
