I think what's actually happening is ICBC is asking to have the truck brought in so they can take a look at it, they're not issuing a VI like you get at the roadside.

So let me get this straight... if someone was sitting at the bus stop but he had his leg straightened out and I smoked him while he's stationary ... but because he extended his legs I might not be at fault?

He'd need a VI to get his legs checked out first
