So when you move do you get to rip that shit out of their wall? Man, I'd be annoyed if I paid for the installation and moved out the next month.

Unless they just decided to set some new bylaws out of the blue? I find that hard to believe. Sounds like a large building which would be a managed strata. I’m on council for an unmanaged strata, that stuff only flies in places like mine. Haha.

But since this sounds like a brand new system the Strata is putting in themselves, I was just guessing accordingly.
Also, OP mentioned these are Rules, not Bylaws. Rules are usually written by the Council. At least in our case, the developer doesn't create the first set of rules, only files the first set of Bylaws. There is no voting to approve Bylaws or Rules at the inaugural AGM. It's actually after the first year that the owners will get their first crack to amend bylaws and ratify the rules.
A council can make new Rules anytime they want. But what they can't do is use new Rules to charge new fees, until those Rules are 3/4 approved at the next AGM.

for a hybrid, other than the hybrid battery replacement, is there any different/other additional maintenance items compared to a gas vehicle?

Its from the rule book and had headers like "Approved Rules." Quote:
Any consent, approval or permission
given under these Rules must be given by the Strata Council, or the managing agent acting upon
the instructions of the Strata Council, and must be in writing.

Not much fluid or moving parts for the electrical side so its low maintenance. Brakes also last longer. Most makers offer 8years warranty for their hybrid related components and even longer for the battery.

Why buy a place to remove something when there's more than likely someone that will buy it that sees it as a benefit.

When its deactivated like I have it now since my car hasn't arrived yet, you pay 0.
