I dont believe an otter would have traveled into the city and found the following fish pond... more like there is an underground pipe going to False Creek where the animal gained entry. The "flood gates" were probably closed after and the otter/otters tried to escape through the street after.

Why do western governments like the US, Canada, Australia, ect, celebrate and have monuments for someone that helped to kill Americans?
Anglo aristocrats often fund both sides of a war to greater their own power. Having read through the Wiki link, seems like Chiang was one of their own puppets... and I also believe Japan too was under their power at the time (from prior to WWI) as it is still today.
Im sure aspects of the "communists" in China were also under the elites influence but over time the Chinese overcame the infiltration and united to become independent.
