I go to a little place sometimes on Victoria just a little south of 41st ave. Not sure the exact location but its around there. I think its called Kim Phung? Pretty good salad rolls there.

I know this isn't local, but it was worth a mention
Pot de Pho in San Francisco. It is not the traditional style pho place as it is quite trendy inside. Mainly caters to gwai los who don't know better...as reflected by the $10 per bowl price.
Salad Rolls - $6 - The dipping sauce is quite nice. Typical peanut sauce, with a bit of spicyness to it
Spring Rolls - $6 - The butter lettuce was a nice touch.
Condiments
Medium sized pho
Beef slices were great. Different cut of beef than the usual kind in Vancouver. Very soft, and lots of it.
Meat was good, noodles were thicker than usual, but good as well. However, I've always thought of broth as the most important part of the pho. The broth was quite dissapointing as it was bland. Didn't have a distinct flavour initially, and didn't leave anything on the aftertaste either.
Good experience, but wouldn't go back. I do have to mention that my spring rolls were free tho

That colour of soup base is typical of most (not all) Vietnamese places in NorCal at least with my findings.

if i ever open up my own pho place it be called pho phuc lai, if it was a thai place then it be thai suprise LOL course RS'ers get discounts to.
was always something i thought about in the near future, you know.. grab all the recipes from my mom n stuff |

It's doable. Ha Long Bay in Richmond is owned by a high school friend of mine. I used to always bug him about how great the pho his mother made at home was and finally, they turned a joke into a reality where his family operates the business.

Pho An Nam on Granville in Richmond. Liked them better than Tai Son. Not strictly a Pho joint, and I have had better, but again it's good and better than Tai Son for Pho and very good grill dishes - also better than Tai Son. Have to try their Banh Xeo next.
