there is probably less than 1% chance any bank account in his name has any funds, he probably withdrew it as cash or transferred it to another party.

in order for you to garnish wages or seize funds/goods whether it be property or bank accounts, he must be present at court. during this arbitration if he fails to show up, the judge may issue a warrant for his arrest for failure to appear. you cannot seize property even with a winning judgement without a payment hearing.

May be the proceedings have changed in 10 years, but when I sued a person/towing company for stealing my car, the accused didn't have to show up by law to the settlement conference, but did for trial. Once a order was given in my favor, I had to get an order of seize and sale, garnish etc, nothing had to be proven in court for what he owned prior to the seize and sale order.

nothing has to be proven by him to be his property, you actually have to pay a little bit to research what you CAN seize by hiring a baliff and then presenting this information to the judge.

you can just continue to request arrest warrants from the judge and show up to hearings to negotiate the repayment plan.

even IF he gets a menial job the courts only allow the plaintiffs a portion of those funds, you cannot completely garnish his wages.

bottom line is recovering funds the legal way is slow and tedious...
