The cooling requirements are a big deal.
If they can put a data center in any old warehouse, it's probably not gonna be that important.

They have very high requirement for security (both hard and soft) and the power requirement is insane. Not only that, for the most part, tier 1 DC want redundancy on everything. Most run their own set of backup generators with some of the new ones having their own grid-scale battery backup (think Tesla Megapack) in addition to diesel generators with built-in oil tanks.
And zoning does come into play. You need to have the land that allows them to incorporate all these stuff into while minimizing the natural human traffic. Generally speaking, you don't want to put it in a building where there are multi-tenants allowing access for other people. You want everything as tight and secluded as possible.
Yes, there is still DC in say middle of Manhattan, but those are more old school. The modern ones are usually built in the middle of nowhere.
But then again, they can't be too nowhere because you want connectivity to all the major tier one players. We don't think much as users when it comes to where the actual DC is located as long as we can get our data. But for physical DC, routing is a big deal and usually they'd want direct connection to as many tier 1 enterprise carriers (in US is Level3, NTT, ATT, Verizon... etc and Canada is Shaw/BigPipe/Rogers, Bell... etc) and hyperscalers (Amazon AWS, MS Azure, Google, Netflix... etc) or else routing agreements can get very expensive very quickly.
In short, it's hard to build a DC. But if one could pull it off, the demand is insatiable. From what I know, they have waitlists of 4+ yrs for tier 1 DCs. This is why many major companies have shifted to AWS/Azure/Google Cloud. Because it's super hard to find one unless you have the funding to build one your own.

Unrelated fact: In high school, we put on a student-led lunch time event called a chugging contest where we would have contestants down a bottle of tonic water. Whoever could down a bottle would win a prize.
The event was shut down by our principal because it was advertised across the school as a "Chugging Contest" and we had a sizeable Indigenous student population.
