Looks like my suspicions of AMD issues may be confirmed... Found this on reddit
Quote:
Here's a bit of background. Back when AMD used to sell FX series CPUs, they have come under fire for mismarketing their products. The issue was that their "8-core" CPUs is very misleading and should've been marketed as 4-core 8 thread CPUs, or 4-core with hyperthreading CPUs. Same with other core count variations. The other issue was that they tried to hide the fact from software, which meant that when programs tried to check how many cores and threads the CPU has, it would misreport as having "8-cores 8-threads" instead of "4-cores 8-threads" (assuming our "8-core" CPU example). However, AMD remedied the issue on the Ryzen series CPUs.
...
The new code calculates the number of threads by checking the reported thread count. Then it would check if an AMD CPU is installed. If an AMD CPU is installed, it would then check if a FX CPU is installed. If it's both an AMD and FX, it would use the thread count that the CPU reports (which is identical to Intel, despite FX CPUs misreporting) If it's an AMD CPU, but not a FX CPU (so CPUs like Ryzen), it use the reported core count to count the number of threads (which is also incorrect because Ryzen properly reports thread count if I am correct). So on the new code, if a 4-core 8-thread Intel CPU is installed, then it would report "8" as the number of threads. if a 4-core 8-thread AMD Ryzen CPU is installed, then it would report "4" as the number of threads. If an "8-core" AMD FX CPU is installed, it would report "8" as the number of threads.
TLDR: There's a check in the EXE that causes AMD CPUs to only use half available threads. So a 6 core 12 thread CPU will only use 6 threads.

Open the Cyberpunk.exe with HXD (Hex Editor).
Look for

change to

I'll try this later today. People report that their overall FPS doesn't change, but their minimum went up. This goes exactly in line with the issues I've been having - only certain areas are bottoming out, like outside the apartment.
Yep, my CPU utilization is now around 85-90. FPS improvement in front of the apartments is not as significant as others, but this is more likely due to me playing at 1440p vs 1080p.
Will play and see if I still notice those frame drops when driving around the city.

Update:
60 FPS up from 40, GPU% 92% instead of 50%
We cyberpunk hacking for real now, choombas.

Now, i am settled with 1440P, MAX setting, DLSS set to Quality.
Getting constant 50-70 FPS.
Now, i can enjoy the game.
For AMD CPUs, Just saw this on google. (Should be the same fix from Skinny's post.)
Reddit's patch for Cyberpunk 2077 yields double-digit performance gains on AMD CPUs https://www.techspot.com/news/87947-...rformance.html
Some more h4x to maybe get more performance. I quickly tried it, and now it's 60-70 fps in front of the apartment, combined with the AMD SMT fix (up from 40 fps)
Driving seems smoother, staying above 60 fps most of the time, but it did dip a few times.
I didn't do back to back comparisons though, so it might not do a thing
I played the game on stadia and was surprised at how good it was. It lagged at certain areas but was totally playable. returned it due to me actually enjoying watching streams vs actually playing the game though but would recommend it to people that don't have higher end spec cpus
CDPR admits they know they game was not finished, allows mass refunds. Sony apparently are not accepting these refunds so you have to try to do it directly with them
Not sure if anyone else here is using an AMD card, but the hair and shadows at night were extremely blurry for me no matter what setting I used. The meshes on the cars made them actually look fuzzy. Apparently screen space reflections is bugged/poorly optimized for AMD GPUs. Turning it off made the game so much more clearer. Don't think this applies to RTX cards though.
For all those ps4 and xbox users, are you guys planning on getting a refund? I feel like giving them a chance since they announce that they would patch it up again in FEB.

CDPR issued that refund statement without even consulting Microsoft or Sony. Explains why so many people are complaining that their refunds got denied
I can pull the guns out, they just don't shoot. Although sometimes they shoot in hipfire but not aim down sights. But sometimes they ONLY shoot in aim down sight, and not hipfire. And sometimes it's only one gun, sometimes it's all of them. Restarting the game fixes it
