I got a call today about what happened when the Cst. went to find the suspect.
Turns out he suffers from bipolar disorder and the car is under his mom's name and he agreed to stop driving/driving privileges have been revoked by mom based on this incident and the few complaints he had before. He's very apologetic and admitted that he overreacted.
They also issued him a ticket for unsafe lane change and running a yellow light. He was also warned about how his actions could warrant the possibility of a criminal code offence of mischief.

I would certainly say this case has been resolved to my satisfaction. Like I said before I didn't want to go after him for any damages and all I asked was for the police to have a conversation but I'm happy with the outcome.

Edit: I genuinely feel sorry for the guy, 50+ year old driving mom's car and likely has a mental disorder. Two months ago I would've probably gotten pretty violent if I bumped into him on the street again but I'm definitely feeling very empathic towards this person now. This will sound stupid/lame but I'm actually grateful for having had this experience and gaining so much perspective.
