As growth worsens in the near-term, it leads to lower revenue and countercyclical spending pressures. Carney's inaction cultivated two bad scenarios; either Canada will accept a deal with Trump to achieve economic certainty that both markets and investors crave, or he can prolong the negotiations and let the economy in Canada slide into a recession.
