I've talked to the owner of that car. The car's too low to clear the hump where the rail road tracks next to his house are. It's the only way out.

I was a seasonal worker for the city at the time. We were doing some tree work nearby when the owner came out to complain about the train tracks. He wanted us to repave it so he could take his car out. It's not city property so we didn't touch that.
