I'm starting to prefer the Threads experience over the Twitter experience - more and more of my follows have moved over and the quality of the Twitter feed is really starting to degrade. Once I get around to porting over all the people I follow I'm probably done with Twitter.

He stutters and doesn't speak very clearly so it's hard to get the exact meaning, but it seems like he wants to introduce a second paid tier for at least new accounts or something... Or for more prolific tweeters while keeping it free for lurkers.
Otherwise it would be pointless in terms of combating bots.
If it's true they only have like 800K paid members out of the hundreds of millions of non bots using the service, I can see him wanting to somehow get people to pay. It's obvious he doesn't care if the whole thing just dies trying.
