The cops said he was known to police in a mental heath capacity, but not in a criminal capacity. Could mean anything from suicide attempts to wellness checks to just general disturbances.
Important not to jump to conclusions about it, but with what we know, politicizing it in a "weak on crime" kind of angle is ridiculous. Like this isn't minority report and we can't arrest people on predicting future crimes by reading their thoughts.
Unless someone wants to advocate arresting everyone with a history of mental illness it's not a justice system failure.

Details I know from friends in the force:

-The perp's whole immediate family has a history of mental illness
-The perp is schizophrenic, and was recently released from the UBC psych ward
-His twin brother recently committed suicide (last year)
-His mother is currently in the psych unit
