they probably never had parents to tell them how to behave, were surrounded by abuse and drugs their whole life since they were little and probably were never taught the meaning of an honest days work. their parents were probably drunks or addicts. some people were just destined to this life.

I hate to say this but if you really wanted to get your life back on track, there are people and resources there for you. However, being a drug addict, there isn't much you can do... Other than being a drug addict.
So these guys basically get stuck in a cycle of drugs and "easy money" and never get out.
There are some instances of change. My church works with the union gospel mission and there have been a few converts. I think four to my knowledge since I've been going to my church... Which is like 25 years. There are probably more, but I have only heard of a few.
Their stories are all pretty ridiculous/similar. They are from a broken home or they left their home to live on the streets. Turned to drugs, prostitution, etc. Then these few were rehabilitated and now they found work. The work is pretty decent from what I've heard, but who knows. I know one girl got a job in an administrative role. Though, I don't know if they're still at their jobs.
There are definitely some good stories out there, but not many, at least I don't know of many.

I personally know plenty of Filipino families whose ethics are f'd up enough that they likely force their kids to do that. It's an unfortunate case of parents exploiting their kids to make some dishonest money. And these kids probably do it because - lets face it - they probably get paid way more than the 6.25 you'd get at McD for the "first 500 hours" (do they still do that?).

Nope, they gotta pay you the regular wage regardless if you're being trained. You must also be given at least two hours to work if you go to the workplace. Posted via RS Mobile

A while ago, This Filipino person came to my car playing her guitar, and since I know who she is and what she wants, I just leaned my car seat back and waited until she left, thank God for tinted windows. After my mom told me that they came up to her and said that if she pays them $10, they will get a tax deduction or something like that.
Pan handler kids are funny though, saw one a few days ago, I judged this girl holding a sign that she gotta feed her siblings, and yet she had a Louis vuitton scarf and Gucci shoes

wow these people have been going at it for a while now haven’t they. I remember a few years ago they came into my moms store in Kerrisdale with a guy playing guitar and singing. Store was full of customers and they went around asking them and the employees and we were all like uhm no get out. Then one of them tried to take a couple umbrellas for free as donations since we didn’t give them money.
Gotta have a tougher stance on this shit. Panhandling should be illegal, if you're caught doing it twice, then you'd be sent to a reeducation/training work camp to learn basic life and work skills.

That's a bit harsh IMO, there's nothing wrong with homeless people sitting on the side of the street asking for money, sometimes if I have a bunch of loose change I'll hand it their way if they don't look like a drug addict. My personal beef with these "donation collectors" is that they are pretending to be legitimate collectors for organizations like the Red Cross, etc. in order to beg for personal money. Essentially, they are committing fraud, which is illegal... too bad half the time, our fine police officers camp out at 4-way stops in rural areas to scrape traffic fines. Half the time, these people don't even look "poor". Not to mention that a lot of these Filipino ladies/children are WAY more aggressive than any homeless person I've ever ran into in my life, and I grew up in East Van lol.
