Maybe time for new videocard? The CPU and videocard are barely above minimum requirements and nowhere near to recommended (which usually means mid-level settings anyways).

online or story? if you're playing story mode, check out some of the tutorials out there. save the stock market missions till the end. if you take the 30million you get from the final heist and invest it, all 3 of the characters end up with 1.3billion. lol.
