When you're first building, think about where you want your residential, commercial, and industrial areas to be, even their far apart to start with, grow them within their own area

I haven't played the new one, but generally, start small and work your way up. Low-density zoning is best to start with and concentrate primarily on residential and industry (see below) with a few commerical zones. Set this area up as your "rural" area (farmland) and scout a different location to utilize as your city center for later.

Keep maintenance costs down as much as possible, which may mean keeping public services to a minimum until your city is large enough to support them.

Use the cheapest power plant to start (in terms of $/MW), even if it's a heavy polluter, and cut maintenance down. No need for 100% maintenance on a coal plant if you're only operating at 5% capacity.

Mix up low-, medium-, and high-density areas within your zones. Use low-density in rural areas, high-density in urban areas, and medium-density in between. For residential, low-density housing in areas that have high land value can be very useful for attracting high-income sims (who will build mansions and other fancy properties on it) assuming you have high-income jobs for them.

I usually do commercial down the main roads with residential buildings behind them on the backroads. When your city gets larger and more profitable, integrate a subway system beneath the main roads.

Dirty industry (and anything that causes substantial amounts of pollution) should ALWAYS be away from residential areas and clean industry should still be used sparingly within residential areas. Always have a highway going to your industrial zones.

Usually what I do is dezone those areas and then bulldoze everything except parks, police, things that costed money to build since I don't wanna spend money to build those again and then plant down a bunch of trees. Takes a few days or more to clear up the ground pollution. :)
